21 .	Ireland has such a law.  Any doctor performing an abortion is liable to a twelve-year prison sentence.  In effect, however, there is no great pressure for Irish doctors to perform abortions since nearly seven thousand Irish women travel to England to receive safe abortions every year.  Only the poor are penalized by this measure, and the bishops of Ireland feel the hypocrisy involved in this arangement.
